For a bill amount on the right larger than the debt indicated on the left, Drawing will indicate one of two outcomes:
(a) The large amount to be paid
(b) Nothing to be paid
The probability of (a) is debt/bills, of (b) is (bills-debt)/bills, so that in expectation the average payment does equal the debt.
